Organization


Organization

Agency consists of the Agency Council and the Director.

Agency Council has a Chairman and nine members appointed by the founder of the agency and selected on the basis of public invitation of user representatives, professional organizations and civil society organizations. Its members are appointed for a five year period and may be reappointed.

The Council is responsible for operation of the agency in the public interest, it adopts general acts of the agency, program and financial plan, annual and other reports of the agency, it proposes the appointment and dismissal of directors. The Council also approves the appointment of Deputy Director, gives directions, instructions, suggestions and opinions on individual issues, appoints expert committees and other working bodies to discuss and study specific issues and performs other statutory tasks.


Director

The Director represents the Agency. He organizes and manages work and operations of the Agency, issues legal acts in individual cases, proposes business policy, proposes work program and financial plan and annual report of the Agency. He also draws up a proposal of general acts adopted by the Board and prepares expert groundwork for his work, he implements work program and business policy of the Agency, signs documents and contracts relating to the business of the Agency, ensures that the Agency operates in accordance with the law, proposes to hold Council meetings, prepares reports of the Agency and reports to the Council concerning the Agency operations and performs other duties defined by the law.


Internal organizational units

Department for Analysis, Development and Coordination (SARK)

SARK performs professional work in the field of road safety and organizational tasks concerning the agency. SARK leads main activities to ensure a greater road safety, finance and accounting system, part of human resource management and provides full information technology support to the Agency. SARK coordinates the implementation of the national road safety program and periodic plans to ensure road safety. SARK prepares the activities of the development guidelines in the field of average speed measurement on the state-wide road network, carries out activities in connection with the transfer of examination centers to the AVP and plans and implements preventive actions to improve road safety.


Road Safety Council (SPV)

SPV develops and promotes traffic education, issues and prepares traffic and educational publications and other materials. SPV also implements prevention programs, campaigns, media advertising and carries out activities and campaigns for a greater road safety. SPV cooperates with Councils for prevention and road safety education in local communities, prepares proposals and awards in the field of prevention, education and road safety, as well as analysis and reports. It also participates in work field policy-making. SPV organizes education, training, conferences and co-financing of civil society programs. SPV also covers the area of training and testing of road safety auditors proficiency, of road accidents investigation and reports concerning this field.


Vehicles Sector

Vehicles Sector conducts administrative procedures in the field of vehicles, selects and authorizes organizations to perform tasks in the field of vehicles and supervises its work. Sector carries out the functions of the type approval authority in Slovenia, functions related to vehicle registration and vehicles inspection. Sector authorizes organizations that carry out technical inspections and registrations of vehicles, provides guidance, supervises and trains controlling officers, referees and managers working in these areas. The sector, within its work area, participates with other entities, as well as prepares expert consultations, analysis and reporting.



Drivers Sector

Sector organizes training programs of training providers, ensures performances of driving tests and develops and implements various forms of additional training for road users. Sector also conducts administrative procedures within the work area, selects and authorizes organizations to perform tasks in the field of drivers and professional oversight of their work. Sector also leads and manages the databases and permits records issued in the area of additional training of novice drivers, manages driving school register and database of driving examiners qualifications. Sector prepares analyses and reports and cooperates with other entities in the work area.
